Abstract

Today’s legacy emergency services infrastructure (based on circuit switched telephony) is not in the position to support the current communications and operational requirements (can perform telephone calls, but no data calls). Moreover, European citizens have clear expectations about the availability of 112 emergency services with the enhanced capabilities of technologies being used in their daily lives [EENA NG112]. In its 2011 resolution [EU 2010/2274(INI)] on universal service and 112, the European Parliament invited Member States and the Commission to improve finance for 112 research projects. The lack of harmonization in 112 emergency services is reflected in the [EC COCOM 14-01 2014] EC report, where the diversity of implementation of Emergency Services is shown.

In this context, FReeNGES (FRamework for testing Next Generation Emergency Services) project has the objective of addressing the lack of modernisation and harmonization of Next Generation emergency services, by means of the following objectives:

  1. Identification of the requirements of the emergency systems and citizens in 3 use cases (Total Conversation, NG eCall and Public Warning System) and their mapping to the IP-based technological requirements, covering the gaps currently existing such as location in NG112 and security concerns and implementation of the elements involved in the end-to-end communication as a proof of concept of the current standards and recommendations.
  2. Design of a test procedure for each of the IP-based interfaces of the main elements involved in the end-to-end Next Generation emergency call and development of the testing tools to perform automatic validation of the IP-based interfaces for each of the components in the end-to-end emergency call following the defined test procedures.
  3. National and international field testing in Spain, France and Luxembourg to validate NG compliant FReeNGES implementations.
  4. Dissemination of the results to the main stakeholders in the EU Emergency Systems, with a special emphasis on the proposals for the standardization bodies which will have a strong and direct impact on the safety of citizens.
