Abstract

GENIE develops a trustworthy European decision-intelligence platform for OTT, broadband, telecom and digital-service providers. It combines a consent-aware Unified Data Core, a continuously updated Customer Digital Twin, explainable and uncertainty-aware AI, a scenario laboratory and a multilingual assistant within a modular on-premise or private-cloud architecture. Customer, service-quality, ticketing, self-care, campaign and operational signals are linked through governed identity resolution and streaming feature management. The Digital Twin represents behaviour, intent, value, service context and risk; predictive, uplift and policy-constrained next-best-action models convert this state into explainable recommendations. Operators can compare technical, care and commercial actions in simulation before controlled execution, including the valid option of no action. GDPR/KVKK-by-design, secure inference, audit trails, fairness monitoring and human oversight are embedded across the lifecycle. Digiturk and TurkNet will validate the platform in complementary OTT/media and fixed-broadband pilots. GENIE will deliver reusable software modules, APIs, deployment blueprints, evaluation methods and pilot evidence for churn prevention, proactive care, campaign relevance and operational efficiency, strengthening European capability in sovereign, trustworthy AI.
